ChM CHANG HON FONG

Mr Chang Hon Fong holds a M.Sc. degree in analytical chemistry from University of Bristol, United Kingdom, and has more than 36 years of working experience as a government chemist He joined the Department of Chemistry (DOC), Malaysia in 1978 and promoted to the post of Deputy Director General (DDG, Operations) in 2011 before his retirement in 2014. Prior to his appointment as the DDG (Operations), he was the Director of Industry and Trade Tariff Classification Division (2006-2010), and the Director of Environmental Health Division (2010-2011). His experience covers all aspects of analytical chemistry with specialisations in quality system management, instrumental techniques of analysis and chemical metrology. During his 36 years of service as a government chemist, he has contributed significantly to the development and advancement of DOC as a leading government laboratory. Among the contributions are the implementation of DOC’s proficiency testing scheme according ISO 17043 standards and requirements; and development of analytical methods using advanced instruments. Mr Chang was first elected to the Council of Malaysian Institute of Chemistry (IKM) in 2005, and was re-elected in 2008, 2011 and 2014. He was admitted as a Fellow of IKM in 2009 and received the IKM Gold Medal Award in 2013 for his contributions in the development of chemistry profession in Malaysia. He is currently the Honorary Secretary of IKM. Over the last 15 years, Mr. Chang has conducted numerous training courses and delivered many papers on topics relating to chemical metrology such as method validation and measurement uncertainty. In addition, he is also a qualified lead assessor for ISO 17025 laboratory accreditation scheme since 1997. He served as chairman of many committees in organising seminar/workshops or in activities for promoting valid analytical measurements. He also represented DOC and IKM in various committees or councils at national level, He was a member of the National Measurement Council from 2008-2011, the chairman of SIRIM ISC B, Technical Committee on General Purpose Chemicals 2005 – 2011 for development of national standards. Since 2011, he represents IKM serving as a member of the Malaysia Accreditation Council (MyNAC) and Malaysia Standard Council (MyNSC).

ChM DR MALARVILI RAMALINGAM

Malarvili received her B.Sc. Honours degree and M.Sc in Chemistry from University of Malaya, Kuala Lumpur, in year 1998 and 2003, respectively. She received her PhD in Environmental Science and Chemistry from Edith Cowan University, Western Australia in 2011. She has risen through the ranks and has held a variety of senior positions over many years with the Department of Chemistry Malaysia (DOC), including as Division Head at the Johore State Branch; Section Head of the Scheduled Waste & Oil Spill/Dioxane and Furan; and Section Head of Research & Instrumentation, as well as an acting Director of Research & Calibration Division in HQ. She has a complete knowledge of analytical skills required for method development, validation, characterization, and trouble-shooting. She was involved in developing standard and nonstandard test methods, encompassing various fields of chemistry. She has over 20 years’ experience working in a laboratory and has operational and theoretical knowledge of modern analytical instrumentation & wet chemistry analysis. She has successfully managed numerous cases of public interest. In addition, she has also been actively involved in training and mentoring fellow chemists and laboratory technicians. She is an appointed qualified DOSH registered CHRA assessor and technical assessor for the ISO/IEC 17025 accreditation scheme. Malarvili sits on various expert committees and panels representing either DOC or Institut Kimia Malaysia (IKM). She had been elected and served in IKM as a council member since 2013 and currently, is the treasurer. She is one of the key personnel for developing the Chemistry modules for the National Occupational Skills Standards (NOSS) Development and has represented as Expert Panel for NOSS for the field of Analytical Chemistry from 2013 to 2019. She has won awards during her professional career thus far and amongst these were the excellent service award from DOC and the latest being the Director General’s Award during the Malaysia Nuclear Innovation Day Competition 2018-Technology Preview & Showcase.

ChM PUA HIANG

Mr Pua Hiang is a qualified person in the Laboratory Quality Management System as well as the Occupational Safety and Health Management System. He is currently, a Lead Assessor as well as a Technical Assessor appointed by the Department of Standards Malaysia for the MS ISO/IEC 17025 accreditation scheme and a registered assessor for chemical health risk assessment with the Department of Occupational Safety and Health Malaysia. He is also an Inspector for the American Society of Crime Laboratory Directors/ Laboratory Accreditation Board. Mr. Pua has been chairman as well as member of the SAMM Laboratory Accreditation Evaluation Panel. He has also been members of several Technical Working Groups formed by the Department of Standards Malaysia. Mr. Pua was the Head of Forensic Criminalistics Laboratory of the Department of Chemistry Malaysia when he retired from the department. He is now a senior fellow at the National University of Malaysia (Universiti Kebangsaan Malaysia) lecturing in forensic Science.

ChM SHANMUGA KITTAPPA

Shanmuga Kittappa received both his Bachelors of Science (Hons) in Chemistry and Master’s degrees in Engineering from University of Malaya. He started his career as a chemist and worked his way up to senior managerial positions and later promoted to general manager. He has extensive consulting experience in various industries of national and international based companies related to chemical and engineering. He has broad knowledge in water treatment process, application and technology. He has handled various projects related to environmental issues such as mine closure, waste water treatment, raw and process water issues, oil and grease contamination and many more. Shanmuga is a member of Jang Environmental Engineering and Nano-Technology research team, which holds the patent for magnetic sequential separator (MEGS). He has publication in scientific THOMSON REUTORS ISI journals that have high international impacts. He has presented papers at several leading local and international conferences on water treatment and nanotechnology. Moreover, he has extensive experience working as a presenter and lecturer in the field of chemistry and engineering. He has taught and presented at local and overseas universities such as University of Malaya, SEGI, Murdoch and Edith Cowan Australia. He is also a registered professional chemist with the IKM and a lead auditor for ISO 14001 with German Cert consulting company.

DATIN ChM DR ZURIATI ZAKARIA

Datin ChM Dr Zuriati Zakaria was a former Professor from UKM (1973-2012) and UTM Kuala Lumpur (2012-2017). During her tenure as an academic, she has been involved in the Chemical Safety Committee of the Chemistry Department both in UKM and UTM. Through IKM, she has organised many Chemical Safety and Security Workshops with Sandia Laboratories, USA in Malaysia as well as South East Asia. Datin ChM Dr Zuriati Zakaria was also also involved in consultancy projects such as EIA reports and has obtained auditor certificates for ISO 9000 and ISO14000. She has also contributed to the drafting of the Hague Ethical Guidelines for responsible conduct in the chemical sciences and to guard against the misuse of chemistry organised by the Organisation of Prohibition of Chemical Weapons (OPCW).

DR NEW CHIA YEUNG

Dr New Chia Yeung obtained her BSc (Hons) Food Science and Technology in 2014 and PhD in Food Safety in 2017 from the University Putra Malaysia, Malaysia. Currently working as the Technical Director at Go Plus Services Sdn Bhd, a microbiological lab, she also serves as an Editor for the Food Research journal and lectures in Food Diagnostics in University Putra Malaysia, Malaysia. Her expertise is in the field of food microbiology, microbial risk assessment, techniques in food analysis and molecular biology. She has worked on several projects related to prevalence of foodborne pathogens in various foods, probiotics, antimicrobial resistance and microbial risk assessment. She was also appointed as a resource person by the Southeast Asian Ministers of Education Organization Regional Centre for Food and Nutrition (SEAMEO RECFON), Indonesia to conduct a post-graduate training and by the Asian Productivity Organization, Japan to conduct the e-learning course on Food Safety Risk Management in Food Supply Chains. In between 2015-2017, she conducted several trainings focusing on molecular microbiology detection.

MR CHEN SOO FATT

Mr Chen Soo Fatt holds a B. Sc. degree majoring in Physics from the University of Malaya, in 1976. He has more than 33 years working experience as a metrologist attached to the National Metrology Institute of Malaysia (NMIM), SIRIM Berhad from November 1976 till January 2010. He was Head of Mechanical Metrology Section, responsible for the establishment, realization and maintenance of national measurement standards and provision of calibration services for Mass, Mass-related Quantities and Dimensional measurements. Following his retirement from SIRIM Bhd. he worked as a Consultant for three years with STANDARDS MALAYSIA in strategic planning for the national measurement system infrastructure. At the national level he has worked with various regulatory and enforcement agencies related to measurements, providing training, assistance in drafting of technical legislations and advice on the setting up of testing facilities. At the regional and international level, he was actively involved in the activities of the Asia-Pacific Metrology Programme (APMP), Asia-Pacific Legal Metrology Forum (APLMF), ASEAN Consultative Committee on Science and Quality (ACCSQ) and meetings of the International Bureau of Weights and Measures (BIPM) and International Organization for Legal Metrology (OIML) as the national representative in his areas of specialisation. In the field of Conformity Assessment, he is a Senior Technical Assessor for the National Laboratory Accreditation Scheme of Malaysia (SAMM), Technical Assessor for the Malaysia Inspection Body Accreditation Scheme (MIBAS), Technical Assessor for the Malaysia Proficiency Testing Provider Accreditation Scheme (MyPTP) and Technical Assessor for the Hong Kong Laboratory Accreditation Scheme (HOKLAS). He is currently a member of Laboratory Accreditation Evaluation Panel (LAEP) of STANDARDS MALAYSIA. He was awarded the national accreditation award by STANDARDS MALAYSIA for the year 2018.

PROF ChM DR GAN SENG NEON

He had obtained B.Sc.Hons in 1973 from the University of Malaya (UM) and was appointed a tutor at the Chemistry Department, where he registered for M.Sc. In 1975, he had converted his candidature and obtained Ph.D. in June 1976. He received a French Scholarship for training at the Centre des Researches sur les Macromolecules in Strasbourg for 1 year (1976-77). He returned to UM and became a Lecturer at Pusat Asasi Sains 1978, and was transferred back to the Chemistry Department in 1990. He was promoted to Associate Professor in 1986 and Professor in January 2000. During his sabbatical leaves, he had been to the Tokyo Institute of Technology, Japan, in 1983, the PennState University, USA, in 1989. He was a visiting professor to the Tokyo University of Agriculture and Technology in May 1990, and to the King Mongkut’s Institute of Technology, Thailand, in April-June 1997. These overseas exposures had widened his teaching and research experiences. He was appointed a Guest Professor of the Zhejiang University of Technology from April 2014 to May 2017.He has written a couple of textbooks in Bahasa Malysia and compiled a dictionary in chemical terminology. Besides, he has served as reviewer to many international journals, and external examiner to theses of local universities. He has used local raw materials in developing new uses. For example, he has chemically modified palm oil to produce intermediates that could interact with other monomers to form new polymeric materials with interesting properties and applications such as: (i) anti-corrosion coatings, (ii) additives for rubber compounds, (iii) toner resin, (iv) dental materials, (v) new plasticizers for poly(vinyl chloride), (vi) microcapsules for self-healing coatings, and (vii) microemulsion as drug-carrier. In the course of his research works, there were findings of potential commercial applications, which qualify for patent applications. He has filed more than 25 patents on his inventions, many already granted and some pending. Some of them have also gone for international PCT(Patent Cooperation Treaty) filing, followed by filing into foreign countries. He was the sole inventor in 11 Items, the rest were shared with co-workers, and some of the interlectual properties were jointly owned by UM and private companies. He has received Excellent Service Award from UM in 1998, 2004, 2005 and 2014, Sijil Penghargaan Saintis Cemerlang 2005 from Kementerian Pengajian Tinggi, Sijil Penghargaan, Kementerian Pengajian Tinggi, Kejayaan dalam ITEX 2006, Saguhati – Anugerah Harta Intelek Negara 2006, Kementerian Perdagangan Dalam Negeri dan Hal Ehwal Pengguna. He has won twenty medals during the period 2005-19 at the following events (both at national and international levels): International Invention, Inovation, Industrial Design & Technology Exhibition (ITEX), Expo S&T, Expo Penyelidikan dan Inovasi, Geneva International Exhibition of Invention, Ekspo Penyelidikan, Rekacipta dan Inovasi, IPTA R&D Expo, and INPEX Pittsburgh, USA.

ChM DR ENG AIK HWEE

Dr. Eng Aik Hwee graduated from University of Malaya, Kuala Lumpur with an upper second-class honours degree in chemistry in 1986 and Master’s degree in natural rubber chemistry in 1989. In 1990, he was awarded the Mombugakusho scholarship by the Japanese Government to pursue his doctorate in functional material engineering at the Faculty of Engineering, Tokyo University of Agriculture and Technology and graduated in 1994. In the same year, he joined the Latex Science and Technology Unit of Rubber Research Institute of Malaysia (RRIM). In 2001, Dr. Eng left RRIM to join the Science and Technology Department of Ansell, a multinational rubber glove company as a Module Director. He is an inventor of 5 patent applications of which 2 have been granted; co-authored review chapters of 4 books; and 35 journal articles. Dr Eng left Ansell in 2016 and joined Malaysian Rubber Export Promotion Council (MREPC) in January 2017 as an independent advisor on part time basis. He left the company in December 2018 but continues the technical training for their industry members on assignment basis. In addition to the MREPC training programmes, Dr Eng has been conducting technical training for the Plastic Rubber Institute of Malaysia’s members since 2012, University of Kuala Lumpur (UniKL) under the Professional Graduateship of Rubber Technology Programme, Universiti Sains Malaysia, Universiti Perlis Malaysia, and several private companies. He also frequently travels overseas to give educational talks on medical gloves and infection control under the MREPC’s educational programmes. Currently, Dr Eng is a committee member of the Malaysian Rubber Board’s Academi Hevea Malaysia Training Programme Review Committee, a Fellow of Malaysian Institute of Chemistry, a Technical Committee Member of International Rubber Conference and Exhibition 2020.

ChM DR LEE SIANG YIN

Dr. Lee Siang Yin graduated from University of Malaya (UM) in 2009 with the PhD degree in Polymer Science. She started her research carrier as a lecturer in the Department of Pharmaceutical Chemistry, School of Pharmacy at International Medical University (IMU) from the year of 2009 to 2015. She Joined Malaysian Rubber Board (MRB) in the year of 2016. She was appointed to be the Manager of Colloids and Interface Science Centre (CISC), Centre of Excellence (COE) at RRIM Sungai Buloh research station, MRB in 2017 until restructing. She is a proactive researcher with publication of over 23 peer reviewed research papers, reviews and book chapters. She is the inventor of 1 patent. She has vast research interests, ranging from polymer synthesis, nanoemulsion formulations, pharmaceutical and cosmetic topical formulations, topical drug delivery for wound healing applications, control release formulations and natural products. She has secured several local and international professional memberships from Malaysian Institute of Chemistry (IKM), Royal Society of Chemistry (RSC), The Plastic and Rubber Institute Malaysia (PRIM), MyCRS (Control Release Society, Malaysian Chapter). In between 2012-2019, she served as one of the technical committee in organizing International Symposium, International Symposium on Advanced Polymeric Materials (ISAPM).

PROF ChM DR SHARON TEH GEOK BEE

Dr Teh Geok Bee received her M.Phil and Ph.D. in Chemistry from University of Cambridge, United Kingdom in 1998 and 2000 under the sponsorship of Cambridge Malaysia Chevening and Cambridge Commonwealth Trust Scholarships, respectively. She received her first class honours degree from Universiti Kebangsaan Malaysia in 1995 and has been actively involved in research especially in the synthesis and characterization of magnetic nanoparticles. Her expertise is in the field of structural elucidation of nanoparticles using high resolution transmission electron microscopy. Dr Teh Geok Bee is the recipient of New Zealand ISAT Linkages Fund and the UNESCO-TWAS Associateship Scheme which enable her involvement in international research collaborations. She has served Institut Kimia Malaysia (IKM) in various capacities, including serving as Council Member (since 2007), Honorary Assistant Secretary (2009-2013), Honorary Assistant Treasurer (2014-2015), representing IKM in the ISO/TC 229 Working Group 3, which is working towards ISO regulatory guidelines in “Health, Safety and the Environment Relevant to Nanotechnologies” and Member to ISC B and ISC Y Standards Committee Groups. She is a Fellow of Cambridge Commonwealth Society since 1998 and she received the IKM Fellowship in Dec 2015. She is an Associate Fellow of the Academy of Sciences Malaysia (2010-2016) and is a Taskforce Committee Member to the National Nanotechnology Directorate under the Malaysian Ministry of Science, Technology and Innovation since 2011. She is an appointed Malaysian Qualifications Agency Assessor for the chemistry programme since 2008 and a Malaysian Laboratory Accreditation Scheme Technical Assessor for ISO/IEC 17025 since 2011. She is the National Representative (NR, 2014-2015) and Associate Member (AM, 2016-2017) and Titular Member (2018-2021) to International Union of Pure and Applied Chemistry (IUPAC), Division VII: Chemistry and Human Health Division. Currently, she is the President of Southern University College at Skudai, Johor, Malaysia.
